We’re proud to share that former Saint Paul Mayor Melvin Carter has joined GroundBreak as Interim Senior Advisor — strengthening our leadership team at a pivotal moment in our growth.
During his tenure from 2018 through 2025, Carter advanced a governing agenda centered on economic stability and practical tools for families. His administration launched citywide college savings accounts, created the nation’s first publicly funded guaranteed income pilot, established the Rondo Inheritance Fund to help rebuild generational wealth, invested in housing and infrastructure, and reduced violent crime — all grounded in the belief that systems should help families build lasting financial footing.
That belief aligns directly with GroundBreak’s mission.
As Carter shared:

Carter understands how large systems operate, but he also sees issues through the lens of individuals, families, and community. In his new role, he will help engage businesses and civic leaders more deeply in our work, advance our policy agenda, and elevate GroundBreak’s national visibility — strengthening our impact locally.
As we scale our coordinated capital model and deepen regional partnerships, his leadership will help accelerate the durable economic infrastructure we are building across the Twin Cities.
